The electoral allowance was an example of the first, the gold travel pass the second. <br /><br />Within broad terms, they could be used as the MP liked. This was quite helpful in local terms. There was some "abuse", but it was all pretty clear and rested on the attitudes of the receiver.<br /><br />Since then, we have had more and more rules and rule changes. Clearly, some of the things called entitlements are not entitlements. We have actually changed the definition of entitlement. The discretion given to MPs on other things has been reduced. Allowances are now longer allowances. Sends the wrong message IMO.<br /><br />Since there's a surplus of old managerial level unemployed people, we could probably save a bit by reverting to expense chit reimbursements, suitably documented, and scrupulously double checked by said newly re-employed cynical citizens.<br /><br />Wouldn't even need a centralised office complex; just employ two or three people in each electorate to check their own MP.
